Obvious answers don't need to be repeated.
They reworked the programming for DoTs speeding. It recalculates (I think, not sure right now when the refresh happens) every tick sequence or every refresh, so you can't roll anymore for mega speed DoTs like warlocks used to do, for example.
It's their intention that all DoTs in the game scale from haste and I see no reasoning why this would not follow the rule.
Except Censure, for whatever reason, right now doesn't recalculate haste at any point - it always ticks at the rate set by your haste at the time it's initially applied.
Hence the talk about the "Censure haste bug".
