You're a strong contributor here and you should know better than to slide your whine at Blizzard in with your explanation of how consecrate works.
It is a logical fallacy assuming all DoTs must be debuffs. Debuff DoTs are a subsection of the whole. Consecration itself holds a timer (presently a firm 1 tick/second) which applies to anything within its radius.
Amusingly enough, Consecration is not a debuff applied to its targets, but a hidden buff you carry (regardless of its location). Check a log - you'll see it apply to you and fade.
The entire point is that ground based DoT are currently not affected by Haste. The question arises as Blizzard has repeatedly implied that Haste is intended to increase all DoT effects. This is implied as they have never once, to my knowledge, noted that ground based DoTs are exceptions to the rule. This probably also has implication for healers with their ground based HoT spells.
Correct answers from Blizzard include: "Let us rephrase, ground based DoTs are not intended to scale" or "Bug, we need to fix at some point." I'd personally think allowing ground based DoT and HoT to scale with Haste would permit interesting new boss mechanic possibilities.
