I honestly can't think of any situation where one would need HoPo at that exact instant, would you care to enlighting me?
When it comes down to it, sure WoG and LoD are nice, but I can't think of any situation where I would need either of them on the spot at any given time.
You can't think of any situation where you want back to back LoD or WoG to happen with a minimum of downtime in between? In this tier I can think of several situations (these may vary depending on your assignement): Maloriak Red vial, Incineration Security Measure, Shadow Conductor, Acquiring Target Chimaeron DA, Feud, recovering after Crackles on Nef, etc. If you know there will be incoming burst, you know the 1 second you save on not casting a FoL is worth it, if you know that your other healers will already heal your beacon then it might be worth it to pop a CS to shorten the time you need to wait for your next 3 HoPo spell. I'm not saying CS is the better choice in all of the above mentioned situations (especially hitting Maloriak in the face) but they are all situations when it has the potential to be the correct choice.
Even if you did directly heal the beacon'd tank, unless its a transitional phase with no direct tank damage, it is unlikely that it would be 100% overheal.
Unlikely doesn't mean it never happens. Not 100% overheal doesn't mean that you standing still casting for 1 second together with the other healer who did the same, was worth it. Sometimes CS is a good tool, most of the times it isn't (especially since it started to flunk when it doesn't connect). I'm not saying it's the definitive go-to tool for hoarding HoPo, the point I'm trying to make (to answer your statement about the point of this ability) is that it is in fact "on demand HoPo" that costs less mana and gives you the HoPo faster than flashing your beacon (your second fastest "on demand HoPo").
If you have the time, the mana (if you have an abundance of mana you don't care how much overheal your beacon heal is anyway) and the time window to stand still to cast, or when it simply isn't logistically possible to meet the positional requirements - then go ahead and FoL your beacon, it will most definitely be the correct choice. If your raid would've been better off with you getting your next LoD or WoG out 1 second earlier, CS might've been the correct choice.
A 100% overheal on the tank would probably still make use of our Mastery shield at least. I pretty much spam HL at full-health tanks during low-dmg phases for just this reason ... Sure it only saves a few thousand HP, but the odd crit can help keep up Conviction and potentially save a DL when the hit does come.
Of course, but that is neither here nor there when it comes to "what is the point of spending GCD on CS?" which was what I was addressing.
Actually I think I missed your point, sorry.
Yes I agree, "do my beacon tank need my mastery shield" is another factor to weigh in when you decide "is this a CS moment or not."
