first of all.. i like the new bloodsurge simply because it's more challenging to work in all the slamproccs than it used to be pre 3.0.8. where slam was just part of a rotation, IF it came up.
but other than that i hate the new bloodsurge xD
before the changes you had to throw the RNG dice once every 5sec's after BT came up AND you had a good chance of winning with ~50% crit
of course your dps were completely fucked if you wouldnt crit for lets say 5 succesive BT's
that goes the other way around too of course.. 5 BT crits in a row etc..
on the other hand we're looking at the new bloodsurge where you need to roll the RNG dice every few seconds but have a lower chance of winning. so we have more decisions which a lower chance.
since all those RNG talks allways assume that we simply have "bad luck" i'd say the new bloodsurge would be more susceptive to the RNG, simply because there are more choices made where we can loose the RNG game
in some fights i had 1-2ppm and then again 6ppm on others
so basically what im trying to say is: especially with fights below 3mins where you could get a maximum number of slamproccs in that given time (BT cd) the RNG would have more impact on our gameplay with the new bloodsurge because of the sheer amount of procc POSSIBILITIES
the side effect of this sadly shows up when slam just keeps on proccing... you'll have 3 proccs in 5 seconds and the next 25seconds you dont get any
so i'd say the new bloodsurge is more influenced by the RNG, but the fact that you now have 3-4times the amount of choices for the RNG smoothens it out which brings it down to a more "normalized" performance on every encounter
