Why are you so interested in Ulduar gear when you have - according to your profile - "No WoW Account"?
I'm almost positive that the changes made for Ret on the PTR are pretty much how it will be released come next patch.
I was made aware from a WoW Insider that although they are not complete with tweaking our DPS. If they were to delay the patch in order to accommodate these "tweaks" there would be a two month delay perhaps on Patch 3.1.
@Christopher: Ret DPS will not be fixed by 3.1. It won't be broken, either. It just won't be completed. There's a lot of plans for Ret and the time it would take to fully implement them all by 3.1 would push the patch to June or something. It's like a freight train slowly going by: As it passes, you just load up what you can with the time you have, and when you go back to get more stuff, you put it on the next car.
Nevertheless, I'm pretty sure it's safe to assume that we can all commence trying to figure out an Optimal Gear Set for walking into Ulduar.
As per Redcape's latest weights I'm still scratching my head and tinkering with stuff trying to brainstorm the Optimal Gearset for Ulduar pwnage. (fully correct for 3.1 with all changes accounted for) CS > HoW > Judge > DS > Cons > Exo as optimal rotation priority and special attacks being on a 2 roll system, auto 1 roll.
So far it's interesting seeing how much emphasis is being placed on hit rating this time around.
Weapon Speed 33580 (per 100 weapon speed, obviously only useful as a weighting)
Weapon DPS 617
Hit rating 213
Exp rating 154
Crit rating 81
Haste rating 72
Armor Penetration 72
