Well, if we're comparing against a warrior (for example), then yeah, we don't exactly match the initial burst threat of something like a throw, charge, heroic strike, shield slam combination within the first 2 seconds of a fight, then getting Sword & Board procs, etc. Most of our initial abilities are lower threat and laying ground work for a few seconds later (put up disease, use strikes that benefit from diseases).
Comparatively, it takes Death Knights a fair amount longer to generate significant threat. That's not a secret. ERW does nothing in the opening 8-12s of a fight (depending on your spec). Perhaps our definitions of frontloading differ.
Take the trivial case for this though: tanking heroics (these days). I do not know about the rest of the DK tanks out there, but I stopped putting diseases up on trash most of the time. D&D, Howling Blast, Bloodboil. If the trash pack happens to live a while, another howling blast. If I'm running with dps who can't find their way out of a paper bag, then I put up some diseases, but most of the time I don't bother given I am just bursting a little threat on them and letting dps finish them off.
