HoTs, DoTs, and channeled spells have been re balanced to receive a more appropriate (higher) percentage of +spell damage and +healing.

Does anyone know off hand the % increase of +dmg and +heal applied to DoTs and HoTs??

A quick rule of the thumb for figuring out is that the base point for HoTs/DoTs are at 15 seconds for a 100% bonus. Than just fit into this formula to get the coefficient:

Coefficient = (Length Before Talents / 15)

That's accurate for the majority of DoTs/HoTs, though there'll be a few exceptions. Currently this same formula is used, but unlike now the coefficient cap of 1 is being removed.

Are we 100% positive it's not Tics before Talents/5?

Currently Insect Swarm is getting 6/5 (or 100% due to the cap) and not 12/15 (80%)

It could be tick based, but I've always assumed it was based on length. On the other hand, the vast majority of over time effects are every 3 seconds so that makes it an easy assumption to make.
It could just be individually decided based on both, the new coefficients of Curse of Doom (4, 60/15) and Agony (1.6, 24/15) point to it being time based, but Insect Swarm shows the opposite.

Perhaps it's time based on over time effects of 15 seconds or longer, and tick based on effects shorter than 15 seconds? Or Insect Swarm (Or CoD/A depending on your point of view) is an exception to the rule.

The most important question to ask is:

Are we going to get 40 debuff slots to play around with?

I've seen the screenshots but have failed to gather any word on blue.Anecdoctal evidence from my guildies have proven that we have >16 debuff slots;but are we going to get 40??That is the question.

I do not see how it will be possible to test 40 debuffs with the current blizzard UI limitations save for getting a 40 player raid together.

I do not see how it will be possible to test 40 debuffs.

It is easy to test (and it has already been done). Just get 4 Affliction Locks (each has 5 debuffs) and use Curse of Doom on the guys in BL. If all of them don't go off after a minute, then the 16 limit is still there (which it is on the PTR).

So this screenshot with 20 debuffs is merely graphical?

I have no idea what to believe and am still pending character transfer. :\/

That would be great news if it's been instituted!

Say, has anybody got any information on how Blizzard is recalculating AoE spells? I keep hearing that they've put in returns ond damage as inversely proportional to the number of hostile targest affected by the AoE after a certain static number.

Anybody have the chance to test it?

Me too =( I guess this change affects warlocks the most, since a good portion(guesstimates put it at 40%) of our dps depends on it.Will be horrid if they introduced the yummy affliction talents like soul siphon which encourages more dots but not giving us the mechanics to use it.

On the plus side of things the threat redux to mages, rage normalization(which according to wow.com's warrior forums is a nerf),nerf to decursive and downranking heals should be compensated by adding more debuff slots.

On the other hand we have adding 40 debuff slots will mean that alot of dps fights like Loatheb,Patch,Thaddius etc will be seriously trivialised by those additional slots.Man,I can't imagine corr+siphon life+immolate+UA along with Misery and shadow vulnerability;fun fun.

Seriously going to cry me a river if they are not increasing the slots.
