Nope, Soul Reaper was "stealth nerfed" from a 10 second haste buff down to 5. Taking advatage of the haste buff with cd stacking was probably too good.
Seems like there is something wrong with Soul Reaper. I haven't been able to find any post about it, but it seems like it is NOT working as intended (the buff portion). Instead of granting 50% haste for 10 seconds, it is only lasting for 4 seconds (when the mob dies before SR does its damage). The explanation on the buff we get says it should last for 10 secs, but the timer is only up for 4. (tested this again with character tab open, haste falls off after the 4 seconds).
Has this been changed, or is it a new issue?

There are only about 4 glyphs that can be regularly used in PvE content (ams, pest, dark sim, and ibf). So most dks will be running the same handful of glyphs.

After any killing blow you can use DS to free 30-60k dmg (and heal yourself of course).
It works wery well on 3rd boss for example. After killing mob in dark room you can do free dmg (usually runes not refreshed so fast) to next add and heal yourself through shadowbolts damage.

I submitted this bug on the blizz forums and to the simcraft issues list. Simcraft source is already updated and the change should be in the next release. I plan to download and compile the simcraft SVN when I get home from work and run some tests, but if someone reads this and wants to beat me to it please feel free.
Soul Reaper will likely be worth using with this bug, even for frost spec, but it will be a smaller performance gain than previously anticipated. I imagine 2H frost and unholy will run a swing timer addon and try to use SR in the first half second or so of their swing to minimize the penalty. DW frost will just have to eat it.
Edit: Results below from SVN simcraft. SR is still worth using in all cases. The bug costs between 0.4% and 1.2% total performance, depending on spec.
